How the air alert status is set

  • The status (air raid alert, possible air raid alert, the alert is over or no air raid alert) is set by the official LT-Alert broadcasts that LRT reposts on its Telegram channel. We check for new posts every 1 min: an AI model reads the colour of the signal and the area, and the status changes only when the post’s own text names that colour. It carries the OFFICIAL label and always names the post it came from.
  • The latest broadcast wins: a white signal (the alert is over) cancels the one before it. If we miss a cancellation, a yellow or red status ends by itself after 12 hours.
  • Media news and residents’ reports never change the official status.
  • A municipality gets the highest level of all of Lithuania, its county and the municipality itself.
  • If the status data goes stale, we show “No data”. We never show an old calm status as current.

What crowd sightings mean

  • A sighting appears publicly only when at least 10 different people report within 10 minutes and about 3 km of each other. Fewer reports are never shown publicly.
  • These are reports from residents, not official information. They never change the official status.
  • The position is rounded to at least 250 m, and the direction of travel and any prediction are always labelled as an estimate.

What aircraft data cannot show

  • We only see aircraft that broadcast an ADS-B signal. Many military aircraft do not, or switch it off.
  • An aircraft on the map is not an alert. Its role and activity are inferred from its type and are an estimate.
  • Drones and missiles do not broadcast ADS-B. Threats in Ukraine come from NEPTUN data and are shown as regional context.

How old the shelter data is

  • PAGD publishes the shelter list on data.gov.lt, and we refresh it once a day.
  • Every shelter has a last-updated date. Some records were last updated years ago, so residents’ notes on a shelter’s condition help spot changes.
  • We never turn unknown features (for example, whether a shelter is accessible) into “no”; we show that the information is missing.

Methodology changes

  • 2026-09-21 – The official status is set automatically from LT-Alert broadcasts on LRT’s Telegram channel. There is no administrator step any more.
  • 2026-09-16 – First version of the methodology for Demo 1.
